On the morning of June 11, a mobilization meeting and training session for the three-year action plan to develop Dezhou into a city with a strong industrial base was held. The entire city is being mobilized to carry out a three-year initiative for new-type industrialization, to firmly uphold the goal of building a strong industrial city, and to strive to create a \"dynamic Dezhou – a city renowned for its manufacturing capabilities\"; this will provide strong support for the development of a modern Dezhou in the new era. Chang Huaichun, chairman and general manager of Shandong Hualu Hengsheng Chemical Co., Ltd., spoke at the meeting. He said that this year the city is carrying out a three-year initiative to strengthen industrial development through modern industrialization, thereby fostering strong momentum for the revitalization and growth of the real economy. Hualu Hengsheng will accelerate its development pace and make further contributions to transforming Dezhou into a city of modern industrialization from four aspects: by adhering to the optimization of existing assets and the upgrading of new ones, continuing to improve existing production processes to reduce energy consumption and emissions while cutting costs and increasing efficiency; at the same time, by aligning with the provincial and municipal industrial plans, expanding the sector of chemical new materials, and seizing leadership positions in high-end chemicals. Adhering to market leadership and innovation-driven development, we will formulate and implement the 14th Five-Year Plan, increase investment in research and development, strengthen research on product applications, and create flagship products and industry brands. By adhering to precise investment and efficient operations, an additional 10 billion yuan will be invested over the next three years to strengthen and optimize the core business. This will enable the Hengsheng Chemical Park to achieve revenues of 30 billion yuan, profits of 5 billion yuan, and tax revenues of 2.5 billion yuan, thereby providing strong financial support for the city’s economic and social development. Adhering to green and shared development, in line with the city’s industrial layout and in collaboration with surrounding enterprises, we will build, strengthen, expand, and extend industrial chains to create new highlands for circular economy industrial parks and demonstration areas for coordinated development in the Beijing-Tianjin-Hebei region. Hualu Hengsheng is a local enterprise that has grown alongside the reform and development of Dezhou. It is the first listed company in Dezhou, one of the top 10 leading enterprises in the province, and is recognized as one of the most competitive modern coal chemical enterprises in the industry. In recent years, Dezhou City has vigorously pursued a strategy to strengthen the city through industry, introducing a number of measures to benefit industries and enterprises. Leaders at both the city and district levels have conducted numerous on-site inspections, effectively addressing various bottlenecks that hindered development and creating a favorable environment for corporate growth. On February 18, the Dezhou Municipal Party Committee and Government held a ceremony at Hualu Hengsheng to launch key projects across the city on a large scale. Taking advantage of this opportunity, Hualu Hengsheng accelerated the progress of these project constructions, thus maintaining its strong momentum of development. The single-line process for the 100,000 tons/year oxalic acid project was successfully completed by the end of May, and the product was manufactured successfully. Three projects under construction, with a total investment of 7 billion yuan, are in full swing: the project to improve the quality of adipic acid, the project for producing 300,000 tons per year of amide and nylon-based new materials, and the DMF technology upgrade project. There are over 2,000 workers working on these sites. As of the end of May, 1.12 billion yuan had been invested in annual projects, with all scheduled milestones progressing smoothly.
