The 5-million-ton coal comprehensive utilization project featuring clean and efficient processing at Xinjiang Tianyu Coal Chemical has been completed and put into operation. At 8 a.m. on June 16, Boilers No. 1 to 3 of the carbonization unit at Xinjiang Tianyu Coal Chemical Group Co., Ltd. (referred to as “Tianyu Coal Chemical Group”) were successfully started up after a single feeding process, marking the official commissioning of the group’s coal chemical project after two years of construction. Xiao Jun, member of the Party Committee and deputy general manager of Xinjiang Zhongtai (Group) Co., Ltd. (referred to as “Zhongtai Group”), Zhao Yonglu, chief engineer, and Wang Yaling, chief engineer of Xinjiang Zhongtai Chemical Co., Ltd., provided on-site safety guidance regarding the carbonization furnace. It is understood that developing coal-to-oil technology is a strategic measure to ensure **energy security, as well as an important way to achieve the clean and efficient utilization of coal. As Zhongtai Group’s first project in the petrochemical industry, the Tianyu Coal Chemical Project marked a transition from coal chemistry to petrochemistry. It pioneered the use of coal to produce oil for Zhongtai Group and filled the gap in the group’s petrochemical capabilities. To make every effort in preparing for the commissioning of the plant, Tianyu Coal Chemical Group has, since establishing a command structure for feed-in testing in October 2019, followed the principles of \"conducting individual unit tests early, ensuring strict airtightness during purging, carrying out comprehensive joint tests, proceeding with feed-in testing steadily, having optimal testing plans, and keeping testing costs low\". By assigning specific personnel, tasks, and timelines, the company makes every effort to prepare thoroughly for the commissioning process. On the afternoon of June 15, Tianyu Coal Chemical Group held a meeting to present the overall startup plan for the carbonization unit. The leaders of Zhongtai Group listened to the relevant reports and put forward requirements for the work to be carried out. Cui Jinmin, Secretary of the Party Committee and Chairman of Tianyu Coal Chemical Group, Ding Mingshan, General Manager, and Ma Kui, Project Manager for coal chemical operations at Tianyu Coal Chemical Group, among other leaders, gave reports on the preparation work, the status of the staff, the process flow, and the overall condition of the carbonization facilities. They expressed confidence and competence in carrying out this commissioning process successfully. Xiao Jun said that all the cadres and employees involved in Tianyu Coal Chemical Group’s coal chemical projects have worked hard through extreme cold and heat over the course of two years to bring the plants online. This not only represents a test of their work efforts but also marks the beginning of a new phase of development. As the carbonization units come online, all cadres and employees at Tianyu Coal Chemical Group must enter full combat readiness mode, using these units as a platform for practical training to improve their operational skills. They must also ensure proper emergency response measures are in place, as well as identify potential hazards when the carbonization furnaces operate at reduced loads, so as to guarantee a successful commissioning of the plants from the first attempt. “The Tianyu Coal Chemical Group’s project for the clean, efficient, and comprehensive utilization of 5 million tons of coal per year is the last project planned by Zhongtai Group by the end of the 13th Five-Year Plan period. It represents an upgrade project for Zhongtai Group’s traditional coal chemical industry, as well as a project that facilitates the transition of modern coal chemistry into the petrochemical sector. ”Zhao Yonglu said that the coal chemical project of Tianyu Coal Chemical Group serves as a source of raw materials to complement and improve the upstream industrial chain of Zhongtai Group. It is necessary to focus on key aspects, grasp the essential elements, standardize work plans, and ensure proper safety management during the project construction and commissioning phases, in order to guarantee safe operation. Xinjiang Zhongtai (Group) Co., Ltd. is a wholly state-owned company funded by the people’s government of the Xinjiang Uyghur Autonomous Region and under direct supervision by the Regional State-owned Assets Supervision and Administration Commission. The 5 million tons per year project for the clean, efficient, and comprehensive utilization of coal in different grades, operated by Xinjiang Tianyu Coal Chemical Group Co., Ltd., is located within the Yila Lake Circular Economy Industrial Park in Toksun County. Tianyu Coal Chemical Group is a holding subsidiary of Xinjiang Zhongtai Chemical Co., Ltd. The total investment in the project amounts to 1.82 billion yuan, with the first phase covering an area of 1,500 mu. The project is scheduled to be fully completed and put into operation in July 2019. Once completed, it is expected to generate annual sales revenue of 2.085 billion yuan, additional annual tax earnings of 450 million yuan, and an annual profit of 300 million yuan; it will also create direct employment for nearly 1,000 people. The implementation of this project plays a very important role in facilitating the transformation of Toksun’s local resource advantages, promoting local economic development, and contributing to social stability and long-term peace in Xinjiang.
