Recently, a public announcement regarding environmental impact assessment information published on the official website of Shandong Shida Shenghua Chemical Group Co., Ltd. revealed that Shandong Shenghua Guohong New Materials Company intends to carry out this project for the production of dimethyl carbonate. According to the announcement, the total investment in the project is approximately 1.17 billion yuan. By making use of existing utility and environmental protection facilities, two new units capable of producing 50,000 tons per year of dimethyl carbonate through gas-phase carbonylation will be built, with dimethyl oxalate being produced as a by-product. Shandong Shenghua Guohong New Materials Co., Ltd.’s 100,000 tons per year project for the vapor-phase carbonylation synthesis of dimethyl carbonate. Location: No. 2888, Changning Road, Zhongxindian Town, Zoucheng City, Jining Province, Shandong Province; the exact geographical coordinates are around 35°27’11.534” north latitude and 116°56’17.628” east longitude. Project Overview: The existing project of Shandong Shenghua Guohong New Materials Co., Ltd., namely the \"Environmental Impact Assessment Report for the Project to Produce 100,000 tons of DMC per year through CO2 recycling by Yankuang Guohong Chemical Co., Ltd.\", is to be constructed in two phases. The construction scope of Phase 1 includes a 50,000-ton/year DMC production facility (using propylene oxide as raw material), a 50,000-ton/year CO2 purification facility, and its DCS central control room. Phase 1 received approval from the Shandong Provincial Environmental Protection Department on September 3, 2010 (Document No. Lu Huan Shen 242), and approval for completion inspection from the Jining Municipal Environmental Protection Bureau on September 28, 2018 (Document No. Ji Huan Yan 20). Phase 2 of the project has not been constructed. The waste gas from existing plants is mainly organic waste gas, which is sent to a flare for combustion ； The existing industrial wastewater is sent to the Yankuang Guohong sewage treatment plant for treatment; after it meets the required standards, it is discharged into the Yuejin River on the west side of the factory site ； Solid waste is properly treated and disposed of according to its properties, ensuring compliance with environmental protection requirements. The proposed project will make use of some of the existing utility and environmental protection facilities in the plant site; it will involve the construction of two new units capable of producing 50,000 tons per year of dimethyl carbonate via gas-phase carbonylation, with dimethyl oxalate being produced as a by-product ； The project is constructed in two phases, both using the methanol oxidation carbonylation process. It includes sections for the production of nitric oxide (NO), the synthesis of dimethyl carbonate (DMC), the synthesis and regeneration of methyl nitrite (MN), the distillation of dimethyl carbonate (DMC), as well as a section for methanol recovery ； In addition, the project will install a new set of VOCs treatment equipment ； The total investment for the project is 1,172,785,900 yuan. Shandong Shenghua Guohong New Materials Co., Ltd. has a registered capital of 287 million yuan; among this, Shandong Sinopec Shenghua Chemical Group Co., Ltd. contributes 86.2048 million yuan in the form of assets and cash, accounting for 30% of the total capital ； Shenghua Chuangshi, a wholly-owned subsidiary of Shida Shenghua, contributed 86.2048 million yuan in cash, accounting for 30% of the total ； Yankuang Guohong contributed 115 million yuan, accounting for a 40% stake.
