Bid Invitation for the Comprehensive Utilization Project of Methanol Gasification Slag by Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. Bid requirements This project for the comprehensive utilization of methanol gasification slag has been approved by the authorities responsible for project approval/authorization/registration. The funding for the project comes from the bidder’s own funds, with Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. being the bidder. This project meets the requirements for bidding, and the bidding method now is open bidding. II. Project Overview and Scope of Bidding 1. Project Overview: The landfilling of gasification slag (including coarse and fine slag) from Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. is carried out in two areas. As of the end of December 2021, approximately 350,000 tons of gasification slag had been delivered to Area 1 (with a moisture content of around 55%), and this slag was mixed with about 250,000 tons of boiler fly ash and utility engineering sludge before being landfilled; an additional 50,000 tons of soil was used for covering the landfill ； The amount of slag from the Zone 2 gasification plant that arrives on site is approximately 2 million tons (with a moisture content of around 55%), and it is mixed with 320,000 tons of boiler fly ash for landfilling; approximately 320,000 tons of soil are used to cover the landfill. The total amount of gasification slag delivered to Zones 1 and 2 is approximately 2.35 million tons, with about 370,000 tons of soil applied over it. The methanol gasification unit Line 1 in the plant will generate an additional amount of slag (including both coarse and fine slag) of about 330,000 tons per year, while Unit Line 2 will produce approximately 350,000 tons of slag per year. The total increase in slag production as a result of these operations is around 680,000 tons per year. This project involves the construction of a facility for the comprehensive utilization of methanol gasification slag. It aims to sort the slag stored in the Yueneng Chemical slag yard as well as the slag generated by the gasification units, extract high-quality coal or other products from this slag, and transport any waste slag that cannot be utilized back to the contractor’s slag yard for landfilling. For details, please refer to the tender documents. 2. Scope of the tender: The bidder is to establish a project for the comprehensive utilization of methanol gasification slag (including the auxiliary facilities required to improve the utilization rate of the slag), and to make use of both the slag stored by Yueneng Chemical Company and the slag generated during production; the employer will charge a fee for the use of this raw material slag. The project site must be located within 10 kilometers of Yueneng Chemical’s existing slag dump, with convenient transportation to facilitate logistics. If the project requires the construction of new roads, the bidder shall be responsible for carrying out such construction. The main scope of work for the bidder includes (but is not limited to): initiating the project for the comprehensive utilization of methanol gasification slag, handling various procedures related to safety, environmental protection, water conservation, and the principle of \"simultaneous implementation of relevant measures,\" conducting surveys and designs, procuring equipment, carrying out construction and commissioning, ensuring daily operation and maintenance, performing inspections, repairs, and major overhauls, building and maintaining supporting facilities (if any), transporting back any slag that cannot be recycled, measuring relevant data, and constructing roads in the surrounding area. Once the project is completed and put into operation, the outputs become the property of the bidder, who shall be fully responsible for handling them. For the waste residues that cannot be recycled, the bidder is responsible for transporting them back to the location designated by the employer at the waste disposal site, where they will be buried in a proper manner by the employer. The bidder is responsible for providing the operational premises and utility services required for the project. The bidder shall install dedicated measuring facilities to accurately measure the raw material slag, products, and waste slag returned. For details, please refer to the tender documents. This tender project is divided into 1 bid section, and the tender at hand relates to: (001) Project for the comprehensive utilization of methanol gasification slag. III. Qualification requirements for bidders: The qualification and capability requirements for bidders for the (001) Project for the comprehensive utilization of methanol gasification slag are as follows: 1. A legal person or other organization registered in accordance with the law within the People’s Republic of China, with the capacity to assume civil liability, and must provide a valid business license (or registration certificate for institutional entities), as well as a bank account opening permit (or proof of having a basic bank account) ； 2. Bidders must have, within the past 5 years (from January 1, 2017 to the present), undertaken at least one project related to the comprehensive utilization of gasification slag, with a daily slag processing capacity (on a received basis) of ≥2000 tons; this must include work related to design, equipment procurement, construction, and operation and maintenance. The comprehensive utilization rate of the slag must be ≥75%. Copies of the relevant contracts and one copy of the corresponding invoice must be provided. (Note: When the contract does not include the key information required for evaluation, a performance assessment report, customer feedback, or other supporting documents should be provided.) 3. The company shall not be included in the list of enterprises with abnormal operating conditions on the Enterprise Credit Information Publicity System, nor in the list of enterprises with serious violations and dishonesty (blacklist). It shall also not appear on the Credit China list of entities subject to disciplinary actions for dishonesty, nor on the China Execution Information Public Website list of parties who fail to fulfill their obligations. Furthermore, it must not be included in the list of dishonest traders maintained by Yanchang Petroleum Group or Shaanxi Yanchang Zhongmei Yulin Energy Chemical Co., Ltd ； 4. Joint bids are not accepted for this tender. IV. Acquisition of Tender Documents 1.
