**Public Notice on the Environmental Impact Assessment for the Hami Energy Integration and Innovation Base Project of the Energy Group (Phase I: Coal-to-Oil Project)

On July 9, the website of the Ministry of Ecology and Environment announced the status of acceptance of the environmental impact assessment documents for the **Energy Group Hami Energy Integration and Innovation Base Project (Phase I: Coal-to-Oil Project). The announcement period was from July 9, 2025, to July 22, 2025. 　　The predicted coal resources in the Hami region amount to 570.8 billion tons. The region boasts large reserves, a variety of coal types, and easy mining conditions. Its coal is characterized by low ash content, low sulfur content, low phosphorus content, high calorific value, and high oil content – That is, \"three lows and two highs\" – making it suitable for the establishment of large-scale coal production and deep-processing facilities. This project makes full use of the advantages of Hami’s rich coal resources in terms of oil production. It focuses on the development of coal-based fuels, involves the innovation and upgrading of second-generation direct coal liquefaction technology, and aims to build an industrial demonstration facility for direct coal liquefaction with a capacity of 3.2 million tons per year. Special attention is paid to the compatibility between various units, the operational stability of large-scale chemical processes for direct coal liquefaction using Hami coal under the corresponding temperature and pressure conditions in second-generation reactors, the improvement of the hydrogen supply performance for cyclic solvents, as well as the conversion rate of Hami coal during liquefaction and the yield of distilled oils. 　　The project is located in Chahaiquan Area, Santanghu Industrial Park, Bariqun, Hami City, Xinjiang Uygur Autonomous Region. It uses coal from the Chahaiquan No.1 open-pit mine as raw material. The main construction components include a coal direct liquefaction production line with an output of 3.2 million tons per year and a coal indirect liquefaction production line with an output of 800,000 tons per year; in addition, auxiliary storage, transportation systems and other supporting facilities will be built. 　　The entire plant is equipped with 19 new production units, including coal powder preparation units, catalyst preparation units, coal liquefaction units, hydrogenation stabilization units, hydrogenation reforming units, coal gasification units, shift units, low-temperature methanol washing units, oil product synthesis units, oil product processing units, and green hydrogen production units. 　　According to the environmental impact assessment documents, **the Energy Group leverages its abundant coal resources and focuses on the clean and efficient conversion of coal. It has pursued three main approaches: direct coal liquefaction for oil production, indirect coal liquefaction for oil production, and the production of chemicals from coal. As a result, it has successfully built and put into operation a series of world-class demonstration projects, including the world’s only million-ton-scale direct coal liquefaction facility in Ordos, China’s largest 4-million-ton/year indirect coal liquefaction facility operated by Ningxia Coal, the world’s first 600,000-ton/year coal-based olefin production facility in Baotou, Asia’s first 100,000-ton carbon dioxide capture and storage demonstration project in Ordos, and the world’s first 50,000-ton coal-based biodegradable material production facility for polyglycolic acid (PGA) in Yulin.** At present, the group’s coal chemical industry operates 30 such projects, with a production capacity of around 26 million tons for oil-based products; of this amount, 5.31 million tons are produced from coal, accounting for approximately 64.5% of the total national output.
