Progress on the Construction of the Coal-Based Ethanol Project at Yushen Energy Chemical Co., Ltd. under Yan’an Petroleum Group / Author/Source: Coal Chemical Industry 114 Forum / Date: June 29, 2020 / Clicks: 7. An investment of 7 billion yuan has been made; construction has begun on two components of this coal-based ethanol project. On June 27 and 28, the work on the plant’s main substation and various building structures for Yan’an Petroleum Group’s Yushen Energy Chemical Co., Ltd.’s 500,000-ton/year coal-based ethanol project, which is under EPC contracting by Beijing Petrochemical Engineering Co., Ltd., commenced. On June 27, construction began on the plant’s main substation, three days ahead of the scheduled timeline, marking the official entry of the main substation project team into the civil engineering phase. This lays a solid foundation for achieving the milestone goal of completing the construction of the main structures by September 30 this year. It is reported that the main substation of the entire plant serves as the core facility and power supply hub for this project. It includes two outdoor power transformers rated at 110/37 kV and 90 MVA, each equipped with on-load tap changers; one set of 7 110 kV indoor distribution units (GIS); and one set of 35 kV distribution units. The 35 kV distribution equipment primarily provides dual-circuit 35 kV power supply for the 35/10 kV area substations of this project. It is planned to be ready for power reception on June 25, 2021, with completion by June 30, 2021. On June 28, construction of the plant-wide warehouse for the plant’s building projects officially commenced. The plant’s building complex includes administrative areas, auxiliary production facilities, and plant-wide warehouses, totaling 11 individual structures (central control room, central laboratory, production office building, comprehensive maintenance facility, fire station, gas protection station, shift worker apartments, activity center, chemicals and hazardous materials warehouse, spare parts warehouse, and temporary storage facility for hazardous waste). Faced with the extensive construction scope and large volume of building work, the project team responsible for all facilities in the plant carefully analyzed each stage of the construction process and planned the construction milestones scientifically. Taking into account the current challenges faced by the project, they coordinated effectively with the construction contractors, as well as with the owner and supervision agencies, in order to achieve the goal of completing 50% of the civil engineering work in line with the annual overall schedule. In 2020, Yushen Energy & Chemical will make every effort to advance the construction of the ethanol project by focusing on three \"completions\", two \"50% targets\" and one \"start“. The three \"completions\" refer to completing the annual investment of 1.18 billion yuan in the project, finalizing the EPC contract for the ethanol project, and completing the procurement of long-term-use equipment ; The two “50%” refer to completing 50% of the detailed design and 50% of the civil construction work ; A “Start” means beginning the device installation. On June 2, the signing ceremony for the EPC general contract of Yushen Energy and Chemical Co., Ltd. of Yanjiang Petroleum’s 500,000 tons per year coal-based ethanol project was held in Xi’an. Li Junlin, executive director of Yushen Nenghua Company, signed EPC general contract agreements for the ethanol project with Beijing Petrochemical Engineering Company and China Aerospace Changzheng Engineering Company respectively. Beijing Petrochemical Engineering Co., Ltd., a subsidiary of Shaanxi Construction Group, won two bidding lots worth a total of 3.78 billion yuan. The EPC general contracting for bid sections 1 and 2 of this project involves public auxiliary facilities and plant-wide system engineering, as well as process facilities and water treatment systems. As the EPC general contractor for the gasification unit of this project, the Aerospace Engineering Company signed a general contract with Yushen Energy Chemical Company, with a contract value of 590 million yuan. The project uses 2 2,000-ton-class space furnaces. The 500,000 tons per year coal-based ethanol project of Yanchang Petroleum in Yushen utilizes the dimethyl ether carbonylation technology for ethanol production, which was developed jointly by Yanchang Petroleum and the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences, to produce 500,000 tons of ethanol annually. The project requires an investment of 6.98 billion yuan; it is located in the South Area of Qingshui Industrial Park, Yushen Industrial Park, Yulin City, Shaanxi Province, covering an area of 1,365 mu. Completion is scheduled for mid-2021, with full operation and compliance with standards to be achieved by 2022. The construction scope includes a methanol complex (devices such as coal unloading and storage, gasification unit, shift converter unit, purification unit, gas separation unit, methanol production unit, sulfur treatment unit, etc.), an ethanol plant (units such as dimethyl ether production, carbonylation, hydrogenation, separation, compression, heating furnaces, refrigeration stations, etc.), as well as new construction for utility systems and auxiliary facilities, with a designed capacity to convert 1.22 million tons of coal per year.
