! Recently, Jiangling County in Jingzhou City, Hubei Province, held a ceremony to mark the simultaneous commencement of major projects for the third quarter of 2023. A total of 23 projects are set to commence construction in Jiangling County in the third quarter, with a total investment of 7.578 billion yuan. Among them are 11 industrial projects, including the second phase of the Hualu Hengsheng project, which requires an investment of 5 billion yuan. The second phase of Hualu Hengsheng is scheduled to begin operations in October 2024, with an annual output value expected to reach 5.4 billion yuan and tax revenues of 500 million yuan. It will work closely with Hualu Hengsheng’s Phase I project, which is set to go into operation at the end of October 2023 and will have an output value of nearly 10 billion yuan, to promote the development of the new energy and new materials industry base in Jiangling County. Together with projects such as Xinlian Chemical and Beifang Special Gases, which are scheduled to start construction in the fourth quarter of 2023 and also have an output value of around 10 billion yuan each, these initiatives will form a modern coal chemical industry chain, filling the gaps in Jingzhou’s modern coal chemical industry chain. The Hualu Hengsheng Jingzhou facility project has a total investment of 46 billion yuan, and it is currently the largest investment attraction project in Jingzhou City. Of this, the first phase involves an investment of 12.3 billion yuan, primarily for the construction of facilities capable of producing one million tons of acetic acid per year, 300,000 tons of organic amines per year, as well as one million tons of functionalized urea per year. On April 13, 2022, Hualu Hengsheng (Jingzhou) Co., Ltd. signed a project investment agreement for Jingzhou’s green new energy materials project with the People’s Government of Jiangling County. The second-phase project, with a total investment of 5 billion yuan, builds on the foundation of the first phase to produce high-end chemical materials, fine chemicals, and hydrogen energy products. It mainly produces caprolactam, nylon 6, nylon 66, and biodegradable plastics (PBAT, PGA), thereby promoting the development of high-end coal chemical products.
