The supplementary and in-depth evaluation report on the environmental impact assessment for the master plan of the Modern Coal Chemical Industry Demonstration Zone in Ningdong Base has passed the expert technical review. On May 21, 2020, the Department of Ecology and Environment of the autonomous region held a review meeting on the said supplementary and in-depth evaluation report in Yinchuan. The Autonomous Region Development and Reform Commission, the Department of Industry and Information Technology, the Department of Natural Resources, the Department of Water Resources, the Environmental Protection Bureau of the Ningdong Base Management Committee, and 5 experts attended the meeting. The meeting heard presentations by the drafting agencies, the Environmental Development Center of the Ministry of Ecology and Environment and the Ningxia Institute of Environmental Sciences, on the \"Supplementary and Enhanced Emission Impact Assessment Report for the Master Plan of the Modern Coal Chemical Industry Demonstration Zone in Ningdong\", followed by on-site Q&A sessions and statements from various departments. The experts present conducted a technical assessment and agreed that the basic data in the \"Supplementary and Enhanced Assessment Report on the Environmental Impact Assessment for the Master Plan of the Modern Coal Chemical Industry Demonstration Zone in Ningdong\" were fairly detailed, the evaluation content was comprehensive, the prediction and analysis methods used were generally appropriate, the predicted and analyzed results regarding the main environmental impacts were reasonable, and the proposed suggestions for optimization and adjustment, as well as the measures to prevent and mitigate adverse environmental impacts, were principally feasible; thus, the evaluation conclusions were generally credible. The approval of the technical review for the \"Supplementary and In-depth Environmental Impact Assessment Report for the Overall Plan of the Modern Coal Chemical Industry Demonstration Zone in Ningdong\" provides planning and environmental assessment support for the environmental impact assessment process of Ningxia Baofeng Energy Group’s 500,000 tons per year coal-to-olefins project. This lays a solid foundation for the early commencement of construction of the project, and it also helps to accelerate the recovery of the economic activities in the Ningdong area. The 500,000 tons per year coal-to-olefins project of Ningxia Baofeng Energy Group Co., Ltd. involves the construction of a 1.5 million tons per year coal gasification methanol production facility (4 in operation and 2 as backups), a 500,000 tons per year methanol-to-olefins facility, a 250,000 tons per year ethylene-vinyl acetate copolymer (EVA) facility, a 300,000 tons per year polypropylene facility, along with supporting utility systems and auxiliary facilities. Once the project is completed and reaches full capacity, it will be capable of producing 250,000 tons of EVA per year, or some amount of low-density polyethylene; in addition, it will be able to produce 300,000 tons of polypropylene, as well as by-products such as propane, C4, C5, and sulfur. The coal required for the project is obtained by the project owner through market-based procurement. The project is located in Area A of the Linhe Comprehensive Project Zone in the Ningdong Energy and Chemical Industry Base. The total investment for the project is 1,377,000 million yuan, of which 1,298,201 million yuan is allocated to construction costs, 9,991 million yuan to working capital for the initial phase, and 68,808 million yuan to interest during the construction period. The funding comes from the enterprise’s own funds in the amount of 413.1 million yuan, accounting for 30% of the total investment, with the remainder being covered through bank loans and other sources.
