The accident revealed that the production and operation units used color-coated steel plates with flammable materials as their core in violation of regulations, as well as a low fire resistance rating for the buildings ; The project construction and design do not meet relevant requirements, and the safety evacuation routes are narrow and crowded ; There are vulnerabilities in safety management; the use of fire and electricity is not properly regulated, potential hazards are not identified and addressed in a timely manner, and emergency response capabilities are insufficient ; Problems such as the failure of local authorities and relevant departments to fulfill their regulatory responsibilities and the inadequacy of regulatory measures. ****The State Council attaches great importance to this matter; Premier **** and other leading officials of the State Council have issued important directives, emphasizing that it is essential to always prioritize the safety of people’s lives and property. It is necessary to maintain a high level of vigilance with regard to safety issues, effectively implement the responsibilities related to work safety, take effective measures to strengthen safety management, thoroughly identify potential hazards, and resolutely prevent and curb the occurrence of various safety accidents. To earnestly implement the important directives of **** and leading officials of the State Council, draw thorough lessons from the accidents, and further improve work related to fire safety, the following requirements are put forward: 1. Thoroughly study and implement the important directives of **** and leading officials of the State Council, and strengthen the awareness of safety thresholds. All regions, relevant departments and units must study carefully, thoroughly understand the spirit of the important instructions given by Premier **** and other leading comrades of the State Council, further unify their thinking, understanding and actions, strengthen their awareness of the red lines regarding safety, regard protecting the lives and property of the people as their primary responsibility, and always maintain a high level of vigilance with regard to work safety. It is necessary to have a clear understanding of the current situation regarding work safety, to reorganize and reinforce measures related to fire safety and other aspects. We must adhere to the approach of conducting unannounced inspections, and adopt a zero-tolerance policy toward major safety hazards and illegal activities. Production and business units should strive for the goal of achieving zero deaths, and all safety measures must be implemented thoroughly. II. Strictly implement the fire safety responsibility system, and strengthen fire safety management and supervision.
