How is this elbow made?

As the title suggests, there are elbows on the pipes along the spherical tank that are neither at 90 degrees nor at 45 degrees. How are such elbows manufactured?
There are also many 135-degree elbows.
What is the diameter of the curved section? Not long ago I even saw a physical elbow with a nominal diameter of around 500.
Why do I feel like this is just a pipe with an angled cut that’s then welded directly?

This can be fabricated on-site, usually by cutting existing elbows to the desired angle.
The manufacturing requirements seem to be average; it looks awkward. Why not carry out annealing?
This is a vent line leading to the flare tower; is it compliant to make an angled cut and carry out direct welding?
