Shanxi to Foster a Batch of Key Leading Enterprises in the Coal Chemical Industry Author/Source: Date: 2018-04-18 Clicks: 18 A few days ago, the Shanxi Provincial Economic and Information Commission issued the \"2018 Action Plan for the Development of the Modern Coal Chemical Industry in Shanxi Province\". Under the action plan, Shanxi will focus on advancing the construction of 100 coal chemical projects this year, with the aim of fostering 5 leading enterprises that generate sales revenues of over 5 billion yuan. The action plan specifies that by 2018, the coal chemical industry across the province is to achieve sales revenue of 70 billion yuan, representing a growth rate of over 10% compared to the previous year. Efforts will be focused on advancing the construction of 100 projects, with the goal of getting 50 of them operational, and the total investment in these projects is expected to exceed 16 billion yuan, also showing a 10% increase. Additionally, 5 leading enterprises with sales revenue of over 5 billion yuan each, as well as 3 chemical industrial parks (clusters) with sales revenue of over 10 billion yuan each, are to be developed. The action plan outlines six key tasks: first, advancing modern coal chemical industry demonstration projects; second, vigorously promoting the deep processing of products derived from coking; third, upgrading traditional coal chemical technologies; fourth, fostering a group of leading enterprises; fifth, strengthening innovation capabilities; and sixth, supporting the development of key industrial parks. In the field of modern coal chemical industry, this year Shanxi Province will focus on promoting demonstration projects for the production of high-end oils, waxes, and fine chemicals through coal-based Fischer-Tropsch synthesis; it will also accelerate the construction of demonstration plants for methanol-to-olefins production with a capacity of 600,000 tons per year by Jiaomei Group, as well as coal-to-olefins production plants with a similar capacity built by Tongmei Group. Building on the 1 million tons per year methanol-to-gasoline demonstration project operated by Jinmei Group, efforts will be made to develop demonstrations for the production of highly clean fuels from methanol. Furthermore, leveraging Yangmei Group’s ethylene glycol production facilities, efforts will be explored to jointly establish large-scale polyester fiber production projects. Regarding the development of key leading enterprises, the action plan proposes to support large coal companies such as Jiaomei Group, Jinmei Group, Lu’an Group, Yangmei Group, and Tongmei Group, as well as traditional coal chemical enterprises like Tianji Group, Tianze Group, and Fengxi Group, as well as fine chemical enterprises such as Xiangyu Chemical, Yongdong Chemical, and Qiaoyou Chemical, in moving upward along the industrial chain. This will help create a situation in which leading enterprises take the lead, the chain extends, and all enterprises within the cluster develop together. In terms of safeguard measures, Shanxi Province will establish a working mechanism involving various departments and cities to promote the development of the coal chemical industry. Regular special discussions will be held to address major issues arising in the industry’s development, and efforts will be made to resolve problems related to the construction and operation of key coal chemical enterprises, major projects, as well as important industrial parks in the province. Two to three coal chemical industry parks at a high standard will be planned and developed from the outset. A coal chemical industry investment fund worth 50 billion yuan will be established, and efforts will be made to attract top-tier talent from both domestic and international fields related to coal chemistry.
