The tendering entity is Sinopec Great Wall Energy Chemical (Ningxia) Co., Ltd., while the bidding agency is/. The construction funds are provided by the enterprise itself, with a contribution rate of 100%. The basic engineering design for the environmental protection project aimed at treating VOCs in the off-gas from the methanol, BDO, and polyvinyl alcohol production units of Ningxia Energy & Chemical has met the conditions for bidding. A public tender is now being conducted, and interested potential bidders are cordially invited to participate. 2. Project Overview and Scope of Bidding 2.1 Name of the bidding project: Environmental protection treatment project for VOCs in the exhaust gases from the methanol, BDO, and polyvinyl alcohol production units at Ningxia Energy Chemicals. 2.2 Location of construction: Coal chemical industry Zone C, Ningdong Energy and Chemical Industry Base, Lingwu City, Ningxia. 2.3 Construction scale: 500 Nm3/h for the methanol production unit, 1500 Nm3/h for the polyvinyl alcohol production unit, and 900 Nm3/h for the BDO production unit. 2.4 Capital investment for construction: 83.91 million yuan. 2.5 Planned project duration: 365 days (from the start date of the project to the completion and acceptance date). 2.6 Division of bid sections: One bid section. Scope of Bid Section 2.7: Conduct the basic engineering design (including HAZOP analysis and SIL assessment) for the collection and treatment of VOCs from the storage tanks and loading operations in three units—the Methanol Unit, the Polyvinyl Alcohol Unit, and the BDO Unit—as well as the associated utility systems, electrical, and instrumentation facilities both inside and outside the boundaries of each unit. The newly installed treatment facilities in the three operating departments mainly include: In the Methanol Operating Department, there is one set of low-temperature water washing VOCs waste gas treatment equipment with a processing capacity of 500 Nm3/h ; BDO Operations Department: 1 set of catalytic oxidation-based VOCs waste gas treatment equipment with a processing capacity of 900 Nm3/h ; In the polyvinyl alcohol production area, the total gas flow rate is 1500 Nm3/h. There is one set of VOCs exhaust gas collection and treatment system using wash method in the acetic acid intermediate storage area; one set of such system using low-temperature wash method in the vinyl acetate storage area; and one set of VOCs exhaust gas collection and treatment system combining low-temperature methanol washing with wash method in the vinyl acetate storage area. 2.8 Others: Bidders may choose to bid on any one of the bid sections, but they can win only one bid section at most. 2.9 Others: /. 3. Bidder Qualification Requirements 3.1 The contractor shall possess the following basic qualification criteria: (1) An independent legal entity registered within the People’s Republic of China with design capabilities and the ability to assume civil responsibilities. (2) Possess a Class A or higher qualification in chemical engineering for the chemical, petrochemical, and pharmaceutical industries, issued by the competent construction administration department. (3) The contractor shall be a qualified member of Sinopec’s construction project market integrity system. (4) Experience in designing similar environmental protection facilities within the past five years (since January 2017, the same applies). (5) The design manager must have at least five years of experience in designing construction or technical renovation projects for similar environmental protection facilities. (6) Hold certification for quality, environmental, and occupational health and safety management systems. (7) It is not in a state of bankruptcy, asset freeze, seizure of property, order to cease operations, or cancellation of bidding qualifications, and has maintained healthy financial conditions over the past three years (2019, 2020, 2021), possessing sufficient assets and capabilities to effectively fulfill the contract. (8) Since 2017, there have been no adverse acts such as bid fraud or serious breaches of contract, nor any major quality or safety incidents in project construction. 3.2 Joint bids are not accepted for this tender. 3.3 This tender requires that the personnel proposed by bidders must not engage in any other projects during the contract period of this project. (1) The project manager holds a registered chemical engineer certificate (registered under the contractor’s entity) or a technical title certificate at the senior level or above, and has at least one track record as a project manager for the engineering design of similar environmental protection facility renovation or construction projects in the past five years. (2) The main professional supervisors (for specialties such as chemical process engineering, equipment, general layout, instrumentation, electrical engineering, and building structure) shall hold intermediate or higher-level professional technical titles (registered with the contracting entity), and have at least 1 project experience in the design of similar environmental protection facilities or technical upgrades over the past 5 years.
