The environmental impact assessment for the first phase of Xinjiang Qinghua coal-to-gas project (facilities for controlling noise and solid waste pollution) was found to be unsatisfactory. On July 18, 2018, the Ministry of Ecology and Environment released a list of construction projects for which decisions regarding environmental impact assessment upon completion were to be made in July 2018 (facilities for controlling noise and solid waste pollution). Construction projects for which a decision of unqualified environmental protection acceptance upon completion is proposed: Xinjiang Qinghua 5.5 billion cubic meters/year coal-to-natural gas project (Phase I) (noise and solid waste pollution control facilities). Construction location: Ili Kazakh Autonomous Prefecture, Xinjiang. Constructor: Xinjiang Qinghua Energy Group Co., Ltd. Inspection and verification unit: China National Environmental Monitoring Center. Project overview: The designed capacity of the entire plant is 5.5 billion cubic meters per year of coal-to-natural gas production; the actual capacity of the first phase completed is 1.35 billion cubic meters per year of coal-to-natural gas production. Phase I of the project includes the main structure, auxiliary works, utility systems, storage and transportation facilities, environmental protection measures, supporting structures, and off-site works. The actual total investment for the first phase was 10.5 billion yuan, of which 1.895 billion yuan was invested in environmental protection, accounting for 18.05% of the total investment. Reasons for proposed non-compliance in acceptance: (1) The coal transportation method and the height of the main flare tower are not in line with the approvals given in the environmental impact assessment. (2) Since the project began trial production, the amount of solid waste generated, as well as the methods and destinations for its disposal, are unclear.
The issue of coal transportation can be easily resolved. As for the height of the flare, it requires further evaluation; since the factory area is large, the flare can be placed at a lower height, but this would require more land. As for solid waste, it’s strange – are they going to bury it themselves again?
