On the morning of July 20, Tao Changhai, vice governor of Guizhou Province, convened a special meeting to advance the 2 million tons per year coal-to-clean-fuel project in Bijie, organized by the provincial government. Responsible officials from relevant departments at all levels, Zheng Dawei, chairman of Guizhou Yufu Energy Development Co., Ltd., Rao Chongxin, general manager, and others attended the meeting. The meeting heard reports from Bijie City ** and the company on the progress of the preliminary work for the project, and held discussions on the relevant issues encountered during its implementation. The meeting held that the Bijie 2 million tons per year coal-based clean fuel project is one of the four major new projects designated in the energy strategy for the 13th Five-Year Plan period. At present, apart from the environmental impact assessment report for the project which is still under approval process and the project approval itself which is pending, all the preliminary approval procedures for this project have been completed. The provincial government and relevant departments directly under it should focus closely on the re-submission of the project’s environmental impact assessment, as well as on the approval process for the project, in order to carry out the necessary work. Tao Changhai, vice governor of Guizhou Province, said that the 2 million tons per year coal-based clean fuel project in Bijie is currently in a critical phase of its preliminary development. Relevant provincial departments such as the Provincial Development and Reform Commission and the Environmental Protection Department must step up their efforts to ensure that the project receives approval and that its environmental impact assessment is finalized as soon as possible, so as to advance the project’s implementation. On March 17, 2018, the kick-off meeting for the overall design of the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou, was held at Zhongke Synthetic Oil Engineering Co., Ltd. Representatives from Guizhou Yufu Energy Development Co., Ltd., Aerospace Changzheng Chemical Engineering Co., Ltd., Air Products (China) Investment Co., Ltd., Beijing Wanbanda Environmental Protection Technology Co., Ltd., China Power Construction Group Guizhou Electric Power Design and Research Institute Co., Ltd., and Zhongke Synthetic Oil Engineering Co., Ltd. attended the meeting. In February 2018, the BOO contract signing ceremony for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou was held. The gasification, purification, air separation, boiler-thermal power units, and water treatment systems of the project will be constructed under the BOO model, with a total investment of approximately 17.7 billion yuan. Four BOO investors – Aerospace Changzheng Chemical Engineering Co., Ltd., Air Products (China) Investment Co., Ltd., Beijing Wanbonda Environmental Protection Technology Co., Ltd., and China Power Construction Group Guizhou Electric Power Design and Research Institute Co., Ltd. – are working closely with Guizhou Yufu Energy Development Co., Ltd. to advance the preliminary work for the project and to ensure that it becomes a high-quality project in the industry. The coal indirect liquefaction oil production project in Bijie, Guizhou, received approval in April 2014, in the form of a **reply from the General Office of the National Development and Reform Commission granting consent for the initiation of preliminary work on the project. The project is located in Nayong County, with an annual production capacity of 6 million tons of oil products and related chemical products. The total investment amounts to 100 billion yuan, making it the largest coal-to-oil project planned to date. The project will be constructed in two phases. The first phase of the 2 million tons per year coal-to-oil project is planned to require an investment of 35 billion yuan. According to the plan, during the initial phase of development of the coal-electricity-chemical integration industrial base in Nayong County, Guizhou, emphasis will be placed on building a coal-to-oil project with an annual production capacity of 2 million tons. In the medium term, another coal-to-oil project with a capacity of 2 million tons per year will be built, alongside the development of a coal-to-ethylene glycol project with a capacity of 300,000 tons per year.
