Based on the “Administrative License Law,” the “Regulations on the Approval and Filing of Enterprise Investment Projects” and other relevant laws and regulations, as well as the evaluation opinion issued by Hubei Engineering Consulting Co., Ltd. (E Gong Zi Yi Bu [2021] No. 803), the following approval has been given for Yidu Xingfa Chemical’s 1.05 million tons per year methanol new materials project (Project Code: 2112-420000-04-01-496986). II. The project location is Zhicheng Town, Yidu City, Hubei Province (Hubei Yidu Chemical Industry Park). III. Main construction contents and scale of the project. Main construction contents: The project involves the construction of a coal-to-methanol plant with an annual capacity of 1.05 million tons, which includes raw material storage, coal slurry preparation units, gasification units, shift conversion units, low-temperature methanol washing units, sulfur recovery units, methanol synthesis and distillation units, as well as supporting utility systems and auxiliary facilities. Construction scale: Annual production of 1.05 million tons of methanol. IV. The total investment for the project is 5,206.84 million yuan, to be funded by Yidu Xingfa Chemical Co., Ltd. on its own. V. The project should employ advanced and efficient production processes and equipment to ensure full utilization of resources; measures should be taken in accordance with relevant environmental protection standards to handle the \"three wastes\" and noise generated during construction and production; and, based on the specific characteristics of the enterprise’s production processes, strict management of these processes and equipment is necessary to effectively prevent and stop serious accidents involving hazardous chemicals. VI. Project bidding shall be carried out in accordance with **the relevant laws and regulations on bidding. VII. Approve the relevant preliminary documents for this project. On December 1, 2021, the project received a letter issued by the Yidu Natural Resources and Planning Bureau, stating the opinions regarding the site selection for Yidu Xingfa Chemical Co., Ltd.’s 1.05 million tons per year methanol new material production project. VIII. The project entity must properly manage the relationship between project construction and the external environment, and effectively prevent and address any potential social risks. 9. If adjustments are needed to the construction location, scale, or main components specified in the approval documents for this project, please submit an application for changes to our commission in a timely manner, in accordance with the relevant provisions of the \"Regulations on the Approval and Filing of Enterprise Investment Projects\". Our commission will issue a written confirmation or proceed with the approval procedures again, depending on the specific circumstances of the project. 10. Before the project begins construction, please complete relevant procedures such as safety assessments, environmental impact assessments, and energy assessments in accordance with relevant laws and regulations. 11. If construction has not commenced within 2 years from the date of the approval decision for the project or the decision to approve the changes, and an extension is required for the start of construction, an application for such an extension must be submitted to our commission within 30 working days prior to the expiration of the 2-year period. The start of construction can only be delayed once, with a maximum delay period of 1 year. **If there are other provisions regarding the delay in starting the construction of a project, those provisions shall apply.
