Second public disclosure of information on the environmental impact assessment for the Dalian Xizhongdao industrial gas project. In accordance with the Environmental Impact Assessment Law of the People’s Republic of China, Dalian Xizhongdao Gas Co., Ltd. entrusted Dalian University of Technology Jiahua Environmental Technology Co., Ltd. to carry out the environmental impact assessment for this project. In accordance with the relevant provisions of the \"Measures for Public Participation in Environmental Impact Assessment\", a second round of information disclosure is being carried out. The details are as follows: I. Overview of the construction project Project name: Environmental Impact Assessment for the Dalian Xizhongdao Industrial Gas Project Contractor: Dalian Xizhongdao Gas Co., Ltd. Location of construction: Dalian Xizhongdao Petrochemical Industry Park Scope of the project: The project covers an area of approximately 355,272 m2, with a total investment of 3,608,930,900 yuan. Construct one set of gasification hydrogen production plant with a capacity of 187,300 Nm3/h, and one set each of air separation plants with capacities of 60,000 Nm3/h and 35,000 Nm3/h. The coal gasification process includes coal slurry preparation and gasification units, shift units, low-temperature methanol washing units, PSA hydrogen production units, sulfur recovery units, and sulfur granulation and packaging processes ; The storage and transportation system includes strip-shaped enclosed stockyards for raw coal and methanol tank areas, etc. It mainly provides industrial gas services to enterprises in the Nishinakajima Petrochemical Industrial Park. II. Major environmental issues The main environmental issues associated with this project are air pollution, water pollution, solid waste pollution, noise pollution, and environmental risk issues that arise during the project’s operation period. Air pollution mainly comes from acidic gases containing hydrogen sulfide generated in the coal gasification hydrogen production process, sulfur recovery exhaust gases, dust-containing waste gases produced during the transportation, storage, and crushing of raw coal, as well as flue gases from heating boilers that utilize exhaust gases recovered from hydrogen production. Water pollution mainly comes from the process wastewater generated by the coal-to-hydrogen process as well as domestic sewage. Solid waste pollution mainly comes from residues and spent catalysts generated in the coal-to-hydrogen process. Noise pollution mainly comes from the coal-to-hydrogen process, as well as the compressors, fans, and high-power pumps in air separation units. Environmental risks: The risks associated with production facilities stem mainly from the coal-to-hydrogen production process (coal gasification, CO conversion, low-temperature methanol washing, PSA hydrogen production, sulfur recovery, etc.), storage and transportation facilities (methanol storage tanks, liquefied gas tanks), as well as utility and auxiliary facilities (propylene refrigeration stations, liquefied gas stations, gas boilers) ; The main hazardous substances are H2S, methanol, propylene, liquefied gas, etc. III. Pollution Prevention and Control Measures (I) Ambient Air: (1) The coal storage and preparation systems adopt the following control measures: ① The raw coal transportation system uses fully enclosed trestles, with DTⅡ conventional fixed belt conveyors for transportation. ②A bar-shaped enclosed coal storage yard scheme is adopted, along with spray dust suppression devices and high-efficiency bag filters. ③The transfer station, the crushing building, and the coal bin in front of the mill are located in enclosed workrooms, with the coal transfer and processing processes taking place indoors. ④High-efficiency bag filters are installed in all areas where dust is generated; the coal dust collected by these filters is returned to the coal transportation system, thereby preventing secondary pollution. ⑤Water flushing systems are installed at transfer stations, crushing buildings, and coal transfer trestles to prevent the accumulation of coal dust and environmental contamination. ⑥Equipment that is prone to generating dust should be sealed as much as possible, and gaskets should be used at all ducts and connections in order to reduce air leakage and improve dust removal efficiency. (2) Waste gas control measures in the production process: ① Low-concentration waste gas generated during the production process is directly discharged into the atmosphere through chimneys or exhaust stacks; ② Acidic exhaust gas is treated using the LT-SCOT sulfur recovery technology ; ③The PSA hydrogen production off-gases are sent to a gas boiler to recover heat as fuel, and the gas boiler is equipped with low-nitrogen burners. ④Waste gas under abnormal operating conditions is sent to a flare for combustion and then released into the atmosphere at high altitude. After taking the above measures, atmospheric pollutants are discharged up to the specified standards. (II) Surface water: Install ash water treatment and wastewater pretreatment systems to handle the production wastewater generated during operation ; A stripping unit is installed within the conversion device to treat the condensate from the conversion ammonia washing tower ; A sludge treatment system is to be constructed to collect and treat wastewater containing sludge and ash, which results from accidents in units such as gasification and ash water treatment, from cleaning operations when certain equipment is shut down, and from floor washing. Most of the wastewater is reused in production after pretreatment, while a small portion is discharged together with domestic sewage to the northern wastewater treatment plant on Nishinakajima for advanced treatment. (III) Groundwater: Under normal conditions, the project does not generate any wastewater; with measures such as source control, zone-based impermeabilization, and ongoing monitoring in place, the operation of the project has little impact on the quality of groundwater in the area. (IV) Acoustic environment: Use low-noise equipment, employ vibration damping and noise reduction measures, and implement sound insulation in the factory buildings to ensure that noise levels at the factory boundaries meet regulatory standards. (5) Solid waste: Various types of general solid waste generated during the project’s production process are entrusted to third parties for comprehensive utilization or landfilling, while hazardous waste is handed over to qualified companies for disposal. After implementing the above treatment measures, all types of solid waste generated in this project can be properly disposed of. The comprehensive treatment methods for such waste are mature and reliable, and they will not have any adverse effects on the environment; therefore, these disposal methods are feasible. (VI) Environmental risks: Most of the raw materials, products, and intermediate products involved in this project are flammable, explosive, or toxic and harmful substances. The production system constitutes a major hazard source, with the main environmental risk incidents being leaks of toxic and harmful substances as well as accidents associated with fires. By implementing safety and risk prevention measures, enforcing various environmental protection measures and emergency response plans, as well as following the recommendations put forward in this report and carrying out the design of drainage facilities for the plant site, the requirements of relevant environmental protection and safety laws and standards can be met; therefore, the level of environmental risk associated with this project is acceptable and under control. IV. Main Conclusions of the Environmental Impact Assessment: The Dalian Xizhongdao Industrial Gas Project is located on the utility island of the Dalian Xizhongdao Petrochemical Park. It complies with relevant industrial policies as well as the city’s development plans and environmental zoning regulations. The production processes, technologies, and equipment employed in this project feature a high level of clean production. The control measures taken against pollution sources are effective and reliable, ensuring that pollutants are discharged at levels that meet the standards consistently ; According to the predictive analysis, under normal operating conditions, the impact of the project’s operation on the surrounding environmental quality and sensitive targets meets the **standard requirements. On the basis of strictly implementing the principle of \"simultaneous construction\" for the main project and environmental protection facilities, as well as effectively putting into practice various environmental protection measures proposed in this evaluation, it can be concluded that the construction of this project is feasible from an environmental protection perspective. V.
