The Ministry of Ecology and Environment has made public the environmental impact assessment documents for the 700,000-ton/year coal-to-olefins new material demonstration project jointly developed by Shenhua Ningxia Coal Group and Saudi Basic Industries Corporation, as well as the upgrade demonstration project for coal-to-olefins production at Shenhua Baotou. The 700,000 tons per year coal-to-olefins new material demonstration project, a joint venture between Shenhua Ningxia Coal and Saudi Basic Industries Corporation, is located in the coal chemical industry park of the Ningdong Energy and Chemical Industry Base in the Ningxia Hui Autonomous Region. The constructor is **Energy Group Ningxia Coal Industry Co., Ltd.** Project overview: The construction scope includes the main structure, utility systems, auxiliary facilities, as well as environmental protection measures. The main production facilities include those for coal gasification under pressure, shift reaction, low-temperature methanol washing, sulfur recovery, methanol synthesis, methanol to olefins, ethylene-vinyl acetate production, low-density polyethylene, ultra-high molecular weight polyethylene, polypropylene, and air separation. Storage and transportation engineering includes storage tanks, coal silos, polymer finished product warehouses, sulfur finished product warehouses, etc. The auxiliary facilities mainly include the power station (3 coal-fired boilers with a capacity of 380 tons per hour, 2 in operation and 1 as backup), the domestic water treatment system, the demineralized water and condensate purification stations, and the flare stack. Environmental protection projects mainly include comprehensive biochemical treatment units, salt-containing wastewater treatment systems, measures for treating boiler flue gases, oil and gas recovery systems, regenerative oxidation furnaces, 1 temporary storage site for general solid waste, and 1 temporary storage facility for hazardous waste. This project plans to utilize 4.2633 million tons of local coal resources per year, of which 3.394 million tons will be used as raw material coal and 869,300 tons as fuel coal. Fresh water consumption is 10.3497 million cubic meters per year. The total investment for the project is 22.04 billion yuan, of which 1.76 billion yuan is allocated to environmental protection measures, accounting for 8.0% of the total investment. Project Overview: This project involves renovation and expansion; the capacity for coal-to-methanol production will be increased from 1.8 million tons per year to 3.8 million tons per year, while the capacity for methanol-to-olefins production will rise from 600,000 tons per year to 1.3 million tons per year. The main plant includes 12 production units such as air separation, gasification, shift and heat recovery, low-temperature methanol washing, sulfur recovery, methanol synthesis, MTO, olefin separation, polyethylene, and polypropylene. Auxiliary engineering includes the circulating water plant, chemical water treatment system, substation, heat exchange station, and the plant-wide flare system, among others. Storage and transportation engineering includes storage tanks, enclosed coal warehouses, packaging warehouses, conventional chemical warehouses, and hazardous chemical warehouses. Environmental protection facilities include waste alkali solution incineration units, RCO exhaust gas catalytic oxidation systems, odor control equipment for sewage treatment plants, sewage treatment systems, an accident storage tank with a capacity of 25,000 cubic meters, rainwater monitoring tanks, and temporary storage areas for hazardous waste. A new ash landfill will be constructed to the west of the existing construction waste landfill. For this project, the annual consumption of raw coal is 3.068 million tons, while the total annual volume of fresh water required is 6.912 million cubic meters. It relies primarily on the existing water treatment plants; the water source is water from the Yellow River, and the right to use this water is obtained through water rights transfers issued by the Baotou Water Affairs Bureau. The total investment in the project amounts to 17.1508 billion yuan, of which 3.29 billion yuan is allocated to environmental protection measures, accounting for 19.18% of the total investment in project construction.
