Recently, the second public notice regarding the environmental impact assessment for Jiu Tai Energy (Ordos) Co., Ltd.’s expansion project to produce 500,000 tons of ethylene glycol per year was issued. The project is located in the Dalu New Area of Zhungeer Banner, Ordos City, with a total investment of 8 billion yuan. The total investment in Jutai’s Ordos coal-based ethylene glycol project will exceed 16 billion yuan, with a designed production capacity of 1.2 million tons of ethylene glycol. The existing 500,000-ton ethylene glycol project involves JiuTai Energy (Ordos) Co., Ltd., which is constructing a plant with an annual production capacity of 50×10^4 tons of ethylene glycol. The location of the project is the Dalu Industrial Park in Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region. The investment amount for this project is 6.505 billion yuan. The plant utilizes the HT-L pressurized coal gasification technology developed for aerospace applications. Ethylene glycol is produced using Davy Company’s formaldehyde hydrocarbonylation method, with a design capacity of 50x104 tons of ethylene glycol. In January 2015, the project’s environmental impact assessment report was approved by the Inner Mongolia Environmental Protection Department via Document No. Neihuan Shen 7. On July 31, 2018, the project’s (modified) environmental impact assessment report was approved by the Ordos Environmental Protection Bureau in document No. E-HUI-PING-135. After the change, the nature, location, and scale of the project remain unchanged; however, the gasification unit, methanol plant, ethylene glycol plant, wastewater treatment facilities, and boiler room have been altered. The production process has been changed to pressurized coal gasification along with the hydroformylation method for producing ethylene glycol. Construction began in September 2018, and the project is currently under construction. II. The existing 200,000-ton ethylene glycol production project: Jutai Energy (Ordos) Co., Ltd.’s Synthetic Gas Comprehensive Utilization Technology Upgrade Project. Nature of the project: technology upgrade. Location of construction: Dali Industrial Park, Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region. Investment required for construction: 1,547,440,000 yuan; investment in environmental protection measures: 160,700,000 yuan. The project utilizes synthetic gas with a flow rate of 52,429 Nm3/h, which is purified as part of the “Jutai’s annual 1 million-ton methanol and 100,000-ton dimethyl ether production project”, as raw material. After the reduction in methanol production, the capacity will be 650,000 tons per year, while the new ethylene glycol production facility will have a capacity of 200,000 tons per year. Investment required: 800,300 million yuan, of which 558,600 million yuan is allocated to environmental protection measures. Construction period: from 2020 to 2023. The project utilizes Tsinghua University’s third-generation water-coal slurry gasification technology, as well as the formaldehyde hydrocarbonylation method developed through a collaboration between Eastman Chemical and Johnson Matthey. The coal-to-gas facility has a capacity of 224,277 Nm3/h, while the methanol production capacity is 350,000 tons per year. The coal-to-gas facility generates 524,290 Nm3/h of syngas, which is used in Jutai’s project to upgrade its ethylene glycol production capacity to 200,000 tons per year.
