From November 20th to 21st, the approval evaluation meeting for Bijie’s 2 million tons per year coal-based clean fuel project was held in Guiyang. **Xia Xing, Deputy Director of the Equipment Department of the Energy Bureau; Zhang Yingwei, Deputy Secretary of the Party Leadership Group and Deputy Director of the Provincial Development and Reform Commission; Zhang Zongwen, Director of the Energy Business Department at China International Engineering Consulting Corporation and a professor-level senior engineer; Chen Shihai, Head of the expert team at China International Engineering Consulting Corporation; Zhang Jizhi, Deputy Secretary of the Bijie Municipal Party Committee and Mayor of Bijie; Zhou Shifei, Deputy Secretary of the Bijie Municipal Party Committee and Deputy Secretary of the Party Leadership Group of the city; Peng Huachang, Secretary of the Nayong County Party Committee; Xu Xiaopeng, Deputy Secretary of the County Party Committee and County Head; Zheng Dawei, Chairman of Guizhou Yufu Energy Development Co., Ltd.; as well as relevant responsible persons from the project preparation units and supporting organizations, were present. Relevant personnel from provincial, municipal, and county-level agencies, members of the expert team from China International Engineering Consulting Corporation, as well as representatives from the project owners, the entities responsible for project preparation, and the organizations involved in project implementation attended the meeting. It was chaired by Wang Runqing, Head of the Coal Clean Utilization Section in the Energy Business Department of China International Engineering Consulting Corporation, and a professor-level senior engineer. Xia Xing pointed out that it is necessary to raise the political awareness, fully recognizing that developing the coal-to-oil and coal-to-gas industries is not only essential for ensuring energy strategic security, but also a useful measure for implementing the energy strategy concept of \"four revolutions and one cooperation\". He said that this year, the **Energy Bureau has refined the ‘Plan for the Development of the Coal-to-Oil and Gas Industry’, identified the existing problems, and prepared for the formulation of the relevant 14th Five-Year Plan. Research has been conducted on the 14th Five-Year Plan, with a focus on the technological development of the coal-to-oil industry as well as the supportive policies available for it. He hopes that the project will draw further on the experience of other coal-to-oil projects in order to facilitate its implementation and advance its progress ； Greater efforts must be made to ensure the availability of coal resources for these projects, and preparations for the \"integrated development of the coal-to-oil industry\" should be carried out to serve as a model for other such projects. Zhang Zongwen said that China International Engineering Consulting Corporation will evaluate the construction of this project in terms of its necessity, demonstrative value, market benefits, and resource availability, in order to provide a scientific and detailed basis for the application for project approval. Zhang Yingwei said that Bijie is rich in coal and water resources, providing favorable conditions for the development of coal-based clean fuel projects. The implementation of this project will be of great significance for extending the modern coal chemical industry chain in our province and promoting the development of this industry toward higher-end levels. It also holds important practical value for the Bijie Pilot Zone in its efforts to overcome poverty and achieve comprehensive prosperity. At the same time, it is also an important manifestation and vehicle for implementing ****’s requirements regarding the work in the Bijie Pilot Area. The Provincial Development and Reform Commission will strictly follow the suggestions of the experts, fully cooperate with the project owner to address any shortcomings, and carefully carry out the revisions needed for the project approval application. It will also make all the necessary preparations for the implementation of the project in order to accelerate its progress. At the meeting, relevant experts and leaders delivered exchange speeches. After listening to reports on the preparation of the project approval application and the progress of preliminary work for the project, the meeting held group discussions on various aspects such as coal resource security, technical economics, process flow, and environmental protection. A plenary meeting was held on the morning of the 21st to present the discussions, opinions, and suggestions of the expert group. During that period, Xia Xing and Zhang Zongwen led relevant experts to conduct on-site inspections and research at Guizhou Yufu Energy Development Co., Ltd. and Shabao Town in Nayong County.
