Project Overview and Scope of Bidding 2.1 Project Overview, Scope of Bidding, and Division into Bids/Contracts: Project Overview: The gasification units at Plant 1 and Plant 2 of this project include 28 gasifiers, while the coal preparation units consist of 42 hot air stoves； Since the gasification furnace and hot blast stove began operating with feed in October 2016, the refractory materials in their main structures have begun to fall off. After replacing or repairing the slag tap, the ramming material must be re-poured. To ensure the long-term stable operation of the gasifier and hot air stove, external maintenance services for constructing these units are required. Scope of the tender: It includes the bidder’s responsibility for carrying out the overall or partial construction and drying of 28 gasification furnaces, with an estimated workload of around 1145 m2. Responsible for the overall or partial shotcreting repairs of 42 hot blast stove bodies and their outlet pipelines; the estimated workload is approximately 527 m². The bidder shall purchase personal accident insurance for its staff, with the compensation limit being at least the following amount: RMB 1 million per person in case of death or disability ； The medical cost is 200,000 RMB per person. For other requirements, please refer to the technical annex. 2.2 Others: Project location: Coal chemical industry base, Ningdong Town, Lingwu City, Ningxia Hui Autonomous Region. Planned service period: 3 years. The actual start date shall be subject to the notice from the tenderer. (The overall construction period for each gasifier is 10 days, while that for each hot blast stove is 5 days.) Assessments are conducted annually during the contract period; if the assessment is successful, the contract continues to be in effect. If the assessment fails, the tendering party has the right to terminate the contract unilaterally. The execution of the contract shall be terminated when the cumulative total amount under the contract reaches but does not exceed the provisional total amount stipulated in the contract, or when the valid expiration date specified in the contract is reached; whichever occurs first. 3. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) Bidders must possess and provide a valid Qualification Certificate for General Contracting of Metallurgical Engineering Projects at Level 3 or above, or a Qualification Certificate for General Contracting of Petrochemical Engineering Projects at Level 3 or above.
