According to the Zibo Daily, at the construction site of the refrigerant production facility of Aohong (Shandong) Environmental Protection Materials Co., Ltd., cranes swung their iron arms while workers climbed up on tall pipe racks to carry out welding and tightening tasks. As a key project for the large-scale development of the fourth generation of refrigerants in Gaoqing County, its completion will play a significant role in fostering the establishment of a complete industrial ecosystem for fluorine-based chemical refrigerants in the area, thereby providing strong impetus for the high-quality development of the county. “The total investment in the project is 1 billion yuan, with completion and operation scheduled for May this year; once operational, it will produce 27,220 tons of environmentally friendly refrigerants per year. ”Luo Guichuan, the company’s technical director, told reporters that once completed, the project will become the first of its kind in China and the largest in the world for the recovery, regeneration, separation, and distillation of refrigerants. It will also fill the gap in China’s research, development, and production of hydrocarbon-based propellants for pharmaceutical use and cosmetics, and it is capable of generating approximately 17 million tons of carbon emission credits per year. “Since its commissioning, the company has recovered and reused over 9,000 tons of fluorinated refrigerants in total. ”Luo Guichuan said that, based on the GWP values of these refrigerants, enterprises have cumulatively reduced carbon dioxide emissions by 18.1 million tons. Aohong (Shandong) Environmental Protection Materials Co., Ltd. was established on September 9, 2023, with a registered capital of 100 million yuan. It is located at No. 10, Chemical Industry Park, Gaocheng Town, Gaoqing County, Zibo City, Shandong Province. The project is planned to require an investment of 1 billion yuan. It will mainly involve the construction of office buildings, comprehensive buildings, a central control room, warehouses, workshops, tank farms, as well as distillation, rectification, and purification equipment, along with auxiliary facilities. The annual production capacity for environmentally friendly refrigerants is expected to reach 27,220 tons. In Phase I, the project will recycle and reuse 5,000 tons of waste refrigerants per year; additionally, it will produce 2,000 tons/year of propellants for pharmaceuticals and cosmetics, 8,000 tons/year of hydrocarbon-based eco-friendly refrigerants, 1,100 tons/year of HCFC refrigerants, 7,120 tons/year of HFC refrigerants, and 9,000 tons/year of HFO refrigerants. Phase II will also involve the recycling and reuse of another 5,000 tons of waste refrigerants per year. Once all facilities are built and put into operation, 10,000 tons of used refrigerants can be recovered annually for recycling. Additionally, 27,220 tons of environmentally friendly refrigerants and propellants can be blended and packaged. The annual output value will be 530 million yuan, with tax revenues of 46 million yuan (excluding carbon-related taxes). This setup can generate approximately 17 million tons of carbon emission credits per year; at a current price of 100 yuan per ton for carbon trading, the annual income from selling these credits would be 1.7 billion yuan, along with tax revenues of 425 million yuan.
