Under the agreement, the three parties will work together to bring major projects such as the demonstration base for the upgrading of coal-based clean fuels and the research and development center for clean coal conversion technologies to Yulin. Ma Hongchao, Secretary of the Yulin Municipal Party Committee and Vice Mayor, attended the signing ceremony. Ma Hongchao said that the demonstration base for the upgrading of coal-based clean fuels represents another significant step taken by Yueneng Group to implement the policies of Shaanxi Province aimed at promoting the high-quality development of Yulin, as well as the guidelines set out at the fifth plenary session of the Yulin Municipal Party Committee. The Yulin Municipal Party Committee, the municipal government, and Yueneng Group will spare no effort to support the implementation of this project. In the future, Yueneng Group will pursue a two-step development strategy: while continuing to extract raw coal, it will focus on advancing the deep processing of coal. It is hoped that the demonstration project for the upgrading of coal-based clean fuels will adhere to high standards, rigorous requirements, and a high starting point, utilizing first-class technology and management to produce high-quality products that can serve as a benchmark both domestically and internationally. On the morning of June 4, the first interim shareholders’ meeting for 2019, the second meeting of the first board of directors, and the second meeting of the first supervisory board of Yulin High-Tech Energy Technology Co., Ltd. were held. A total of 19 people, including representatives of the company’s shareholders, appointed directors, and supervisors, attended the meeting. The meeting was chaired by the company’s chairman, Huang Ye. The meeting discussed and approved resolutions regarding the rules of procedure for the shareholders’ meeting, the board of directors, and the supervisory board; salary plans for senior management and middle-level management personnel during the project preparation phase; information on the company’s preparation efforts; and the costs associated with its establishment. Ma Hongchao, member of the Municipal Party Committee and vice mayor, expressed approval of the preparations being made by Yulin High-Tech Energy Technology Co., Ltd. as well as of the progress of its projects. Ma Hongchao also made arrangements for the next steps regarding Gaoxin New Energy Technology Co., Ltd. and the project. Zhao Yong, Secretary of the Party Committee of Yueneng Group, said that Yueneng Group has taken the initiative to assume the role of a pioneer in the coal chemical industry in Yulin City. The launch of the demonstration project for the upgrading of coal-based clean fuels represents another significant step forward for Yueneng Group in its efforts to develop high-end energy and chemical projects. Li Yongwang, General Manager of Zhongke Synthetic Oil Technology Co., Ltd. and a leading scientist, gave high praise to the prospects of the cooperation between the two parties in advancing the demonstration project for the development of cleaner fuels derived from coal, and offered his suggestions and opinions on the next steps for this project. Yulin High-Tech Energy Technology Co., Ltd. was established through joint investment by Shaanxi Yulin Energy Group Co., Ltd., Zhongke Synthetic Oil Technology Co., Ltd., and Yulin Zhongzhi Dacheng Chemical Technology Consulting Center (Limited Partnership). The business scope registered with the authorities for this company includes research and development of coal-based clean fuel technologies ； Construction of coal-based clean fuel projects ； Preparation for coal project ； Coal transportation and sales ； Operation, sales, and transportation of coal-based clean fuel products ； Transfer of technical achievements, technical services. It is reported that the total estimated investment for the feasibility study of this project is 78 billion yuan. The pilot project is initially planned to be located in the Yushen Industrial Zone, with a planned production capacity of 4 million tons per year of coal-based clean liquid fuels. On February 2, 2019, Shaanxi Yulin Energy Group Co., Ltd. and Zhongke Synthetic Oil Technology Co., Ltd. signed a strategic cooperation framework agreement for a coal-based clean fuel demonstration project at the Yulin People’s Building. Zhongke Synthetic Oil Technology Co., Ltd. is a platform company for the industrialization of synthetic oil technologies and provision of technical support, established by a research team led by scientist Li Yongwang from the Shanxi Coal Chemistry Research Institute of the Chinese Academy of Sciences, in collaboration with companies such as Inner Mongolia Yitai, Shanxi Lu’an, and China Shenhua. The company possesses research and development centers for clean fuels produced from coal as an energy source, engineering laboratories for the indirect liquefaction of coal, as well as key laboratories in Beijing dedicated to clean fuels derived from coal and other research platforms focused on the clean conversion of coal. The company and its subsidiaries hold a total of 174 patents. It played a leading role in completing coal indirect liquefaction demonstration projects such as those at Shanxi Lu’an with a capacity of 160,000 tons per year, Inner Mongolia Yitai with 160,000 tons per year, and China Shenhua with 180,000 tons per year. It was also involved in the commercial demonstration projects for coal indirect liquefaction: Shenhua Ningmei with a capacity of 4 million tons per year, Yitai Hangjinqi with 1.2 million tons per year, and Shanxi Lu’an with 1 million tons per year. The company has received awards such as the Chinese Academy of Sciences Outstanding Achievement Award in 2005, the First Prize for Scientific and Technological Progress in the energy sector in 2011, the Major Contribution Award in Science and Technology from the Ningxia Hui Autonomous Region in 2017, and the Special Prize for Scientific and Technological Progress from the China Petroleum and Chemical Industry Federation in 2018.
