In 2019, plans were made to start construction of a modern coal chemical industry park with an annual production capacity of 3.98 million tons in the areas of Zhaiziwan Village and Gao Village in Liuyu Town, as well as near the Central-South Railway. 2. Project investment estimate: 27.5 billion yuan; the project company will finance it through self-funded resources and external investments. 3. Project construction scale: Construction of a modern coal chemical industry park with an annual production capacity of 3.98 million tons. 4. Project construction content: The project plans to build a new JNX-7.65 regenerative coke oven, along with 2 × 260t/h dry quenching systems, waste heat power generation units, waste heat utilization systems for the rising pipes, and a complete set of environmental protection facilities. Conditions supporting the project: (1) Advantages in raw materials – Lüliang City is a major coal-producing area in Shanxi, boasting abundant resources and a wide variety of coal types. The total land area of the city is 21,095 square kilometers, of which 11,460 square kilometers are coal-bearing areas, accounting for 54.3% of the total area. The coal reserves amount to 153.8 billion tons. Liulin County is a national hub for high-quality coking coal production and a major coal-producing district, boasting excellent-quality and abundant coal resources. The prospective coal reserves of the entire county amount to 10 billion tons, while the proven reserves are 5.4 billion tons. High-quality No. 4 coking coal is regarded as a \"national treasure\". Shanxi Liansheng Energy Co., Ltd. operates 10 coal mines that hold a coal reserve of 850 million tons, with a total production capacity of 9 million tons, of which 6 million tons are high-quality coking coal ； The three coal washing plants under its control have a total capacity to process 7.8 million tons of raw coal per year. The price trend of coking coal in the coking industry directly determines the production costs of this sector. When demand from downstream industries declines, the price of coking coal plays a key role in determining the profitability of the coking industry. (3) Geographic advantages: The project is located far from cities, has a sparse population, and features open terrain. It is about 40 kilometers away from Liulin County town, and has a large environmental capacity. (4) Water resource advantage: Industrial water supply is guaranteed. 8 kilometers upstream lies the Fuxing Regulating Reservoir, which is part of the water supply project for Liulin County under the Central Yellow River Diversion Project. Therefore, the water resources for this project are secured. (5) Advantage of power resources: The project is located about 5 kilometers away from the 110 kV substation, ensuring a stable supply of electricity. (6) Human resource advantage: Shanxi Liansheng Energy’s three coking plants, Fulong, Fuyu, and Haobo, have over 1,000 employees from their original coking plants. With more than 10 years of steady operation, these plants have cultivated a large number of skilled and experienced managers and operators.
