Bidding Conditions *Upon the commission of Hulunbuir Jinxin Chemical Co., Ltd., an open bid is being issued for the purchase of hydraulic turbine generator sets as part of its project to recover waste energy from methanol washing processes. The funding comes from the enterprise’s own resources. This project is now ready for bidding, and qualified suppliers are welcome to apply. II. Project Overview and Scope of Bidding Project Name: Technical renovation project for the recovery and utilization of waste energy from methanol washing – Procurement of hydraulic turbine generator sets* Funding Source: Funded by the enterprise itself Delivery Period: The equipment shall be delivered to the designated location as required by the client after the contract is signed, along with a full 13% VAT invoice Delivery Location: The location designated by the tenderer within the premises of Hulunbuir Jinxin Chemical Co., Ltd. Scope of Procurement: The bidder shall supply complete sets of hydraulic turbine generator sets to recover the energy from two streams of liquid waste. The bidder must ensure that the equipment and accessories provided are brand new, complete, and meet the relevant requirements specified in this technical document. III. Qualification requirements for bidders 1. For this tender, bidders must be corporate entities or other organizations legally registered within the People’s Republic of China, and must possess the necessary personnel, equipment, funds, and other resources to ensure they are able to provide services promptly and fulfill the requirements of the tendered project ； 2. Financial requirements: Financial audit reports for the past 3 years (from January 1, 2018, to December 31, 2020; for companies established more recently, financial reports covering the period since establishment are required) ； 3. A good record of paying taxes in accordance with the law; provide proof of such tax payments for any two months between October 1, 2020, and the deadline for bidding (proof of individual income tax alone is insufficient; those who are exempt from taxes according to the law must provide corresponding documentation to explain this) ； 4. Performance requirements: Experience with similar projects in the past 3 years (from October 1, 2018, to the present), as evidenced by contracts (at least copies of the contract cover page, the first page of the contract, and the final signing page must be provided) ； 5. Bidders and their legal representatives who intend to participate in this project must not have been listed as parties subject to credit penalties, on the list of enterprises with abnormal operations, or among those involved in serious tax violation cases on the official Creditchina website (www.creditchina.gov.cn) within the 3 years prior to the bid deadline (from January 1, 2018, to the bid deadline) ； 6. Different entities that have the same person in charge of them, or that are in a holding or management relationship, shall not bid for the same bid segment or for the same tender project that has not been divided into separate bid segments ； 7. Bidders shall have the capability to issue special VAT invoices ； 8. Joint bids are not accepted for this tender. Qualification review method: Post-qualification review.
